New framework to accelerate small-scale housing with EPA-approved wastewater systems
Minister for Housing, Local Government and Heritage James Browne TD has unveiled a new initiative enabling contractors and home builders to develop wastewater treatment facilities in partnership with Uisce Éireann for housing schemes of up to 40 homes. The programme introduces regulatory changes allowing low-volume wastewater systems to be authorised through a registration process under General Binding Rules (GBRs) prescribed by the Environmental Protection Agency (EPA).
The initiative aims to unlock housing delivery in rural areas where wastewater infrastructure has traditionally constrained development. Developers who can produce EPA-approved, high-quality wastewater systems will be able to implement these projects in collaboration with Uisce Éireann, ensuring environmental safeguards are maintained while avoiding unnecessary delays.
Under the partnership model, Uisce Éireann will work with developers to establish the wastewater infrastructure and secure necessary EPA discharge authorisations. Developers will be responsible for planning permission, funding, and constructing the systems to Uisce Éireann specifications under a design–build–transfer agreement. Upon commissioning, ownership and operation will transfer to Uisce Éireann.
The Department will issue a circular to planning authorities to ensure consistent assessment criteria for wastewater solutions in small-scale, multi-unit developments, providing clarity for planners, developers, and communities. Nature-based solutions, including reed beds, willow beds, and wetlands, are strongly supported as sustainable, practical options for smaller settlements.
Minister Browne emphasised that this partnership approach balances housing delivery, environmental protection, and long-term sustainability.
The regulations for GBRs are expected to be adopted by the end of 2025, with the system operational in early 2026, paving the way for faster activation of small-scale housing projects across Ireland.
